Participants are invited to submit COST Action proposals contributing to the scientific, technological, economic, cultural or societal knowledge advancement and development of Europe. Multi- and interdisciplinary proposals are encouraged.
The Open Call Action proposal submission, evaluation, selection and approval (SESA) procedure is fully science and technology-driven and will ensure a simple, transparent and competitive proposal evaluation and selection process, reflecting the bottom-up, open and inclusive principles of COST.

COST encourages and fosters trans-, multi- and interdisciplinary approaches by integrating researchers and innovators from different fields and horizons such as universities, research centres, companies, in particular small and medium-sized enterprises, as well as other relevant actors.
Proposals for a COST Action must represent a network composed of proposers from at least seven (7) COST Members amongst which a minimum number shall be from COST Inclusiveness Target Countries (ITC). Proposers are invited to consult thIs link in which Elegibility criteria are explained.
Participants are needed to be part of a Full Member Country (included participants from EU Member States Outermost Regions), Israel, South Africa, COST inclusiveness Target Countries and COST Near Neighbour Countries.

The Guidelines for submitting COST Action proposals are available on the same page. Proposals must be submitted electronically via the e-COST online submission tool. Proposers will be able to submit proposals anytime throughout the year.
